DCAD equivalent for ACAD Offset Through a reference point

With Autocad, I frequently use the Offset command with the 'Through a reference point' option to offset lines.  I find this very useful.  What command sequence should I use in DCAD to accomplish the same goal  i.e. offsetting a line through a reference point?

[Edit:  I think I found the answer: the Parallel command]

Can you idiot proof this one?

I would like to know how it works, I cannot find a parrallel command that works in such a way.

Draw|Lines|Parallel - creates a parallel line through a selected point.
